EH.R: What is an "economic crisis"?

The National Bureau of Economic Research defines an economic recession as
downturn in economic growth that lasts over at least two consecutive
quarters, but I'm not sure what proxies to use for the Roman Empire. New
construction, a decline in imported goods, perhaps?
